“Towards a Theory of Taxation” is a proper theme for an Englishman to take when giving a paper in America. After all it was from the absence of such a theory that the United States derived its existence. The Colonists felt strongly that there should be no taxation without representation, and George III was unable to explain to them convincingly why they should contribute to the cost of their defense. Since that time, understanding has not advanced much. In Britain we (...) still maintain the fiction that taxes are a voluntary gift to the Crown, and taxing statutes are given the Royal Assent with the special formula, “La Reine remercie ses bons sujets, accepte leur benevolence, et ainsi le veult” instead of the simple “La Reine le veult,” and in the United States taxes have regularly been levied on residents of the District of Columbia who until recently had no representation in Congress, and by the State of New York on those who worked but did not reside in the State, and so did not have a vote. Taxes are regularly levied, in America as elsewhere, on those who have no say on whether they should be levied or how they should be spent. I am taxed by the Federal Government on my American earnings and by state governments on my American spending, but I should be hard put to it to make out that it was unjust. Florida is wondering whether to follow California in taxing multinational corporations on their world-wide earnings. (shrink)

A change in sense of self is an outcome commonly associated with Buddhist meditation. However, the sense of self is construed in multiple ways, and which changes in self-related processing are expected, intended, or possible through meditation is not well understood. In a qualitative study of meditation-related challenges, six discrete changes in sense of self were reported by Buddhist meditators: change in narrative self, loss of sense of ownership, loss of sense of agency, change in sense of embodiment, change in (...) self-other or self-world boundaries, and loss of sense of basic self. Changes in sense of self could be transient or enduring, positive or distressing, enhancing or impairing. These changes were also given varied appraisals, ranging from insights associated with Buddhist doctrines to psychopathologies such as depersonalization. In this study of practitioners reporting meditation-related challenges, more global changes in sense of self were associated with higher levels of impairment. These results have implications for both Buddhist meditation as well as mindfulness-based interventions. (shrink)

Information can be public among a group. Whether or not information is public matters, for example, for accounts of interdependent rational choice, of communication, and of joint intention. A standard analysis of public information identifies it with (some variant of) common belief. The latter notion is stipulatively defined as an infinite conjunction: for p to be commonly believed is for it to believed by all members of a group, for all members to believe that all members believe it, and so (...) forth. This analysis is often presupposed without much argument in philosophy. Theoretical entrenchment or intuitions about cases might give some traction on the question, but give little insight about why the identification holds, if it does. The strategy of this paper is to characterize a practical-normative role for information being public, and show that the only things that play that role are (variants of) common belief as stipulatively characterized. In more detail: a functional role for “taking a proposition for granted” in non-isolated decision making is characterized. I then present some minimal conditions under which such an attitude is correctly held. The key assumption links this attitude to beliefs about what is public. From minimal a priori principles, we can argue that a proposition being public among a group entails common commitment to believe among that group. Later sections explore partial converses to this result, the factivity of publicity and publicity from the perspective of outsiders to the group, and objections to the aprioricity of the result deriving from a posteriori existential presuppositions. This article traces the multiple enactments of sex in clinical practices of transgender medicine to argue against the presumed singularity of ‘transexuality’. Using autoethnography to analyse my own experience as a trans patient, I describe my clinical encounters with doctors, psychiatrists and surgeons in order to theorise sex as multiple. Following recent developments in science and technology studies (STS) that advance the work of Judith Butler on sex as performatively reproduced, I use a praxiographic approach to argue that treatment practices (...) produce particular iterations of what sex (and transexuality) ‘is’ and how these processes limit and foreclose other trans possibilities. I consider the ethical, political and material-discursive implications of treatment practices and offer a series of reflections about the effects and effectiveness of current clinical practices and the possibilities for intervening in such processes in order that, following Annemarie Mol, we might (re)make sex (and transexuality) differently. Background: Ethical dilemmas are an integral part of medicine. Whether physicians actually feel that they have made ethically problematic treatment decisions or choices in their work is largely unknown. Identifying physicians with ethical problems, and the types of problems and underlying factors, might benefit organisational and educational efforts to help physicians solve ethical dilemmas in a constructive way. We investigated how the frequency and types of ethically difficult treatment decisions vary by specialty.Method: A mail survey of all non-retired Finnish physicians (...) was conducted in 2004. Of those who had made any ethically problematic treatment decisions, the types of decisions and reasons given for these decisions were asked for. Factor analysis was used to investigate clustering of ethically problematic treatment decisions, and logistic regression to investigate the effect of specialty, adjusted for age and gender.Results: Psychiatrists experienced ethically problematic treatment decisions most frequently, followed by pulmonologists, internists and neurologists. Problems were reported least often by pathologists, laboratory physicians and ophthalmologists. Overtreatment was more common than undertreatment in most specialties, with the exception of psychiatrists who emphasised undertreatment and patient rights issues.Conclusion: Physicians of different specialties differ significantly regarding frequency and types of ethically problematic treatment decisions they have made. Psychiatrists differ from all other specialists in reporting more undertreatment and patient rights issues. Experiencing ethically problematic decisions might affect the quality of care and physician well-being in many ways. The findings could be useful for both under- and postgraduate ethics education. This article investigates the claim that some truths are fundamentally or really true — and that other truths are not. Such a distinction can help us reconcile radically minimal metaphysical views with the verities of common sense. I develop an understanding of the distinction whereby Fundamentality is not itself a metaphysical distinction, but rather a device that must be presupposed to express metaphysical distinctions. Drawing on recent work by Rayo on anti-Quinean theories of ontological commitments, I formulate a rigourous theory (...) of the notion. In the final sections, I show how this package dovetails with ' interpretationist' theories of meaning to give sober content to thought that some things — perhaps sets, or gerrymandered mereological sums — can be 'postulated into existence'. This paper examines two puzzles of indeterminacy. The first puzzle concerns the hypothesis that there is a unified phenomenon of indeterminacy. How are we to reconcile this with the apparent diversity of reactions that indeterminacy prompts? The second puzzle focuses narrowly on borderline cases of vague predicates. How are we to account for the lack of theoretical consensus about what the proper reaction to borderline cases is? I suggest (building on work by Maudlin) that the characteristic feature of indeterminacy is (...) alethic normative silence, and use this to explain both plurality and lack of consensus. (shrink)

Dear Mr. Lucas, I was wondering if you had come across Query 44 of George Berkeley's ``Analyst: A discourse addressed to an infidel mathematician"?. It reads: ``Whether the difference between a mere computer and a man of science be not that one computes on principles clearly conceived and by rules evidently demonstrated, whereas the other [i.e a man] doth not?" Not bad for 1734!

viva was unmistakable; I had sat in when a friend was being done, to spot the form; it was the same room, which I had not been into since my own viva in Greats many years ago, the same table, the lonely candidate on one side, the sombre Inquisitors on the other, courteous, considerate, anxious that the candidate should acquit himself well, but sure to notice every fallacy or error. Others, too, had sensed the likeness. ``Yes, I think the candidate (...) passed'' one tutor said meditatively of an ennobled Vice-Chancellor; ``I think the Examiners passed too; very fair, very fair---but very searching. You had better look out.'' A blur of people, perhaps friends and supporters. Kindly, encouraging questions, some expected, some not. Balls asking to be hit for six; dropped catches---why had not I gone armed with a list of a dozen different ways in which Oxford was more up to date than other places? missed cues; fumbled answers; moments of caution; moments of over-confidence-- -``I have heard tell of a women's college where...'', biting my tongue just too late. This paper outlines Lewis’s favoured foundational account of linguistic representation, and outlines and briefly evaluates variations and modifications. Section 1 gives an opinionated exegesis of Lewis’ work on the foundations of reference—his interpretationism. I look at the way that the metaphysical distinction between natural and non-natural properties came to play a central role in his thinking about language. Lewis’s own deployment of this notion has implausible commitments, so in section 2 I consider variations and alternatives. Equality is one of the great issues of our age, but few people stop to wonder at its being an issue in politics at all. Yet it is surprising that a concept which has its natural habitat in the mathematical sciences should have taken root in our thinking about how we should be governed. We do not naturally think of society in terms of group theory, or rings or fields, and have long been aware of the difficulties in establishing any (...) over-arching social or political order. But we unthinkingly assume that we can meaningfully ask, and reliably tell, whether people are, or ought to be, equal to one another even while admitting how difficult it would be to say whether they were more or less than one another. Formal logic can help. Equality is an equivalence relation, that is to say one that is transitive, symmetric and reflexive. Equivalence classes pick out classes of people or things that are the same, or similar , in some respect or other. There are many such, and we need to specify in respect of what two things are or are not equivalent before we are saying, or asking, anything definite. I can be equivalent to you in respect of age, or height, or weight, and many equivalence classes— contemporaries, co-religionists, comrades—may be of great importance socially or politically. But equality is, in its original context, more than just an expression of sameness. It suggests also a possibility of being either more than or less than. I can be the same age as you, but if I were not, I should be either older than you, or younger. This is always the case in mathematics. The law of trichotomy holds, that if two things are not equal, then one is greater, in the relevant respect, than the other, and the difference can itself be measured. With human beings, however, there are rather few respects in which we can be properly measured. Age, height and weight apart, the ascription of most numerical measures is a dubious affair. At one time psychologists were confident that they could measure intelligence, and economists still purport to measure wealth, but the ascriptions they actually make do not seem to deserve the confidence called for.. The rapid rise of international collaborative science has enabled access to genomic data. In this article, it is argued that to move beyond mapping genomic variation to understanding its role in complex disease aetiology and treatment will require extending data sharing for the purposes of clinical research translation and implementation.

I am a tutor, aged 35, who was brought up in Durham, and who have been since graduating, at Cambridge, Princeton and Leeds. I want to explain why I think Oxford and Cambridge to be, in spite of many defects, the best universities in the world, and why I brush off all tentative approaches from other places in the U. K. and North America. I believe my views are shared by a large number of other tutors, who are less able (...) to speak than I am because they have not had actual experience of other places. Of course I have an axe to grind. I am one of the old school of tutors, generally regarded as outmoded and amateurish by our more up-to-date successors, who are anxious to introduce more professionalism into Oxford's academic life. I probably shan't be replaced, but if I am, it will be by somebody competent, capable of looking the twenty-first century in the face, who knows what he is about, and adopts effective means to bringing it about.

This article studies a series of provocative references to Spinoza by Jacques Derrida and Giorgio Agamben. For both contemporary philosophers, the context is discussions of eating, a subject matter that turns out to involve such central issues as subjectivity, nature, ethics, and teleology. Each situates Spinoza in a counter-history of philosophy and suggests that Spinoza constitutes an important resource for contemporary reflections. Through an analysis of the three philosophers' texts about eating, nutrition, and being metabolized, I argue that Spinoza's nonteleological, (...) nonhumanistic conception of nature remains a radical possibility, even in the face of contemporary attempts to think outside the canonical discourses of transcendental subjectivity, technological reason, and teleological ethics. Spinoza's position is, in the end, more uncompromising than that of Derrida or Agamben. (shrink)

The safety condition on knowledge, in the spirit of anti-luck epistemology, has become one of the most popular approaches to the Gettier problem. In the first part of this essay, I intend to show one of the reasons the anti-luck epistemologist presents for thinking that the safety theory, and not the sensitivity theory, offers the proper anti-luck condition on knowledge. In the second part of this essay, I intend to show that the anti-luck epistemologist does not succeed, because the safety (...) theory fails to capture a necessary requirement for the possession of knowledge. I will attack safety on two fronts. First, I will raise doubts about whether there is any principled safety condition capable of handling a kind of case, involving inductive knowledge, that it was designed to handle. Second, I will consider two cases in which the safety condition is not met but the protagonist seems to have knowledge nonetheless, and I will vindicate my intuitions for thinking that those are in fact cases of knowledge by contrasting them with traditional, well-known Gettier cases. I want to conclude, finally, that safety failures do not necessarily prevent one from acquiring knowledge. (shrink)

In the literature on supervaluationism, a central source of concern has been the acceptability, or otherwise, of its alleged logical revisionism. I attack the presupposition of this debate: arguing that when properly construed, there is no sense in which supervaluational consequence is revisionary. I provide new considerations supporting the claim that the supervaluational consequence should be characterized in a ‘global’ way. But pace Williamson (1994) and Keefe (2000), I argue that supervaluationism does not give rise to counterexamples to familiar inference-patterns (...) such as reductio and conditional proof. In this article I consider a two-page autobiographical recount which appears at the end of Nelson Mandela's book Long Walk to Freedom as a summary of his life and what he has learned from it. My aim is to illustrate the role of a detailed analysis of single texts in the field of discourse analysis, as opposed to studies of selected variables across a corpus of texts. The analysis is conducted within the general theoretical framework of systemic functional linguistics, with (...) special attention to transitivity, mood, theme, grammatical metaphor, lexical relations, conjunction, tense, phase, process type, hierarchy of periodicity, polarity, continuity, elaboration, extension and the analysis of images in multimodal text. Through these procedures I show the way in which Mandela reconciles the linear unfolding of his life history with the deepening understanding of freedom that gives meaning to his life - by means of a spiral texture which returns again and again to the meaning of freedom at different levels of abstraction. The effect, I think, is inspirational - with no tinge of bitterness or betrayal; rather a message of hope and wisdom - grace personified. The approach exemplifies a positive style of discourse analysis that focuses on hope and change, by way of complementing the deconstructive exposé associated with critical discourse analysis. In this article I examine the metaphysical foundations of Guido de Ruggiero’s liberalism and ask what these can tell us about his changing view of Giovanni Gentile's actualism, which was such an influence on de Ruggiero before the First World War. I argue that de Ruggiero’s ‘actualism’ was never the same as Gentile’s, but was drawn from the same intellectual sources; that the actualist conception of free and self-conscious agency runs through both versions of the doctrine, though interpreted in different (...) ways; and finally that the contrasts between de Ruggiero’s and Gentile’s political allegiances result from something other than their differing interpretations of actualism, which serves, in the end, not so much as a theory as a set of basic principles, images and ideals that each philosopher tried to modify and match to the political circumstances in which he found himself. Current research on the neural basis of consciousness is based mainly on neuroimaging, physiology and psychophysics. This target article reviews what is known about biochemical factors that may contribute to the development of consciousness, based on loss of consciousness (i.e., coma). There are two theories of the biochemical mode of action of general anaesthetics. One is that anaesthesia is a direct (i.e., not receptor-mediated) effect of the anaesthetic on cellular neurophysiological function; the other is that some alteration of receptor function (...) occurs. General anaesthetics are mainly GABA agonists but some (such as ketamine) are glutamate antagonists. They also affect other systems, particularly cholinergic ones. There are various comas of metabolic origin. For example, a combination of small doses of the iron chelators desferrioxamine and prochlorperazine induce a profound and long lasting coma in humans. The mechanisms that might mediate this include redox mechanisms at the glutamate synapse, post-synaptic endocytosis of dopamine and iron, and intracellular iron-dopamine complexes, which are powerful dismuters of the superoxide anion. New findings in cell biology relating to endocytosis and recycling of receptors are discussed in a wider context. These biochemical events may induce coma by two mechanisms: (i) Consciousness may depend on widespread cortical (or cortico-thalamic) activation. (ii) Whereas these biochemical changes are widespread, only the changes in a subset of consciousness' neurons may count. An experimental program to distinguish between these two alternatives is proposed. (shrink)

I have often had thoughts about how very bad the British system is, and how much better these question are considered and decided elsewhere, and in thinking about the matter have been led to ponder the nature of the decision being reached, and the proper principles which ought to govern the (...) decision procedure. Sir Arthur Norrington deserved better of the world than to be known for his table. The Norrington Room, his presidency of Trinity, his long service to the University Press, deserve repeated coverage in the papers. But the only thing they say about him year after year is that he devised the table for comparing the academic prowess of the colleges in the Schools. It is not even true. Long before the Norrington table was first published, when I was an Assistant (...) Tutor in a Cambridge college, I used to see the table which the Tutor drew up each year to show how our college was faring in tripos in comparison with other colleges. And, as a private tutorial check on Schools results, it is a legitimate and useful tool. But, published in the newspapers and made the subject of tea-time conversation in the country, it is a menace and counterproductive to the good things that Oxford should be chiefly concerned to foster. It is meet and right that pride and humility should be the two human characteristics on which University sermons have to be preached. Left to myself, although I might have picked on my modesty as something I should share with you, I should have given the preeminence to other among my sins than pride. My greed, my sloth, my avarice or, in this salacious age my lust, are subjects on which I could tell you much that might interest you. Pride (...) lacks immediate appeal. We are not sure what it is, or whether it is a bad thing, when we think of it in purely individual terms. But when we consider it collectively, we can see that it is, together with humility, something Oxford is peculiarly well qualified to preach on. We all of us are proud of our university. We were proud, and our schoolmasters were proud, when we first got our places here. We are, dons and undergraduates alike, proud of our colleges, each grateful that good fortune has brought him to the best college in Oxford, and anxious that everyone else should secretly acknowledge it to be the best. Our parents were proud when we took our degrees, and although we profess to be unconcerned with classes, we are deeply content to record our firsts when occasion requires us to do so, or have our contemporaries allude to them as opportunity offers. We are studious, as dons, not to pull rank, safe in the knowledge that others will do it for us, and that we shall receive the deference due to a fellow of an Oxford college. In an age that is egalitarian in theory but elitist at heart, Oxford men have benefited greatly, as other forms of social eminence have been eroded, leaving a clear field for our own claims to public esteem, which are, if not entirely unchallenged, still generally allowed. Oxford is, as we like to be told by outsiders, a centre of excellence, and a lot of the resplendence rubs off on us, not altogether undeservedly. It is, as we corporately admit on Commemoration Sunday, largely due to our having entered into other men's labours.. (shrink)

In Epiphany Term, 1942, C.S. Lewis delivered the Riddell Memorial Lectures in the Physics Lecture Theatre, King's College, Newcastle, which was then a constituent college of the University of Durham. The Riddell Memorial Lectures were founded in 1928 in memory of Sir John Buchanan Riddell of Hepple, onetime High Sheriff of Northumberland, who had died in 1924. His son, Sir Walter, was, like his father, a devout Christian, active throughout his life in public affairs. He was Fellow, and subsequently Principal, (...) of Hertford College, Oxford, and Secretary, and subsequently Chairman, of the University Grants Committee---at a time when the interventions of the UGC in academic affairs were entirely benign. I myself have a special personal interest in the founder of the Riddell Lectures. Sir Walter and my father were contemporaries at Oxford and close friends. Owing to his untimely death I never knew him, though I am credibly assured that he must have viewed me when I was taken to Hepple in a Moses' basket at the age of six months. In being invited to give this lecture on the Riddell Lectures, I am not only honoured but enabled to discharge a debt of family.. (shrink)

After two years of curbing my tongue and not making all sorts of observations that have sprung to my mind, in order to let you have an opportunity of having your say, I am now off the leash. And whereas mostly in academic life it is appropriate to adopt a prudential strategy, and not say anything that might be wrong, I owe it to you on this occasion to play a (...) maximax strategy, to speak out and say what I really think, being willing to run the risk of being wrong in order not to forgo the chance of actually being right in an area of the philosophy of science which must, I think for ever, be largely a matter of metaphysical speculation. In this note we prove that the abstract property "weakly subdirectly indecomposable" does not characterize the class IWs α of weak cylindric set algebras. However, we give another (similar) abstract property characterizing IWs α . The original property does characterize the directed unions of members of $\mathrm{IWs}_alpha \operatorname{iff} \alpha$ is countable. Free algebras will be shown to satisfy the original property.
